Planning Process

Within the Auckland Region urban growth is controlled by the Auckland Regional Policy Statement, with a planning tool called the Metropolitan Urban Limit (MUL).

The land under consideration is outside the MUL and as such an application needs to be made to the Auckland Regional Council to move the MUL.  Before that application can be made a structure plan and plan changes to both the Papakura and Franklin District Plans need to be developed and an Integrated Catchment Management Plan and Integrated Transport Assessment need to be prepared.

All those documents need to be supported by an Assessment of Environmental Effects which will analyse the various environmental, cultural, social and economic effects of the project.

Public consultation is an important means of identifying those effects and their importance, as well as identifying opportunities for mitigation and enhancement.

This is an informal feedback process. Further opportunities for formal feedback will occur as shown on the timeline below.
